TOWN CLERK, REGISTRAR, NOTARY PUBLIC, AND TAX COLLECTOR’S

Since 2000, Ruth Ann Hammond has attended both state and local government
conferences as part of her continuing education and is a Registered Municipal

Term of Office: four years
The Office of the Town Clerk is historical in its traditions, having served as a
direct link between the residents and their local governments.
While Town Clerks are generally credited with issuing licenses, that is only a
small part of this complex job. Many duties are mandated by law, but many more
go well beyond those mandates as Town Clerks serve as a major source of
information to all.
Ruth Ann Hammond is your Town Clerk and Mary M. Sweeney is your Deputy Town
Clerk. We are here to assist you, so if we can be of service, please call us at

DUTIES:
Permit Issuing Agent: Issues licenses for
dogs, conservation (hunting and fishing), marriages, and handicapped parking
permits.
Registrar of Vital Statistics: The town clerk is responsible to keep a
permanent record of births and deaths that occur within the boundaries of the
town along with marriage licenses that are applied for at our office. Birth,
death and marriage records are not open for public inspection. Genealogical
research of records shall be conducted by the town clerk and deputy town clerk
only. Contact the office for “General Information and Application For
Genealogical Services” along with the fee schedule.
Notary Public: The notary public is available during regular business
hours and available by appointment. When this service is requested, proper
identification is required such as a driver’s license, passport, etc.
Recording Secretary to the Town Board: The Town Clerk or Deputy Town
Clerk attends all town board meetings and authors the minutes, the only official
record of the activities of town government. The minute books are retained
permanently for legal and historic purposes. The official sign board for the
town is maintained by the Town Clerk and all identified meeting dates are posted
on the sign board.
Cash Control Officer: The Town Clerk/Tax Collector is responsible for
recording all incoming cash and disbursement of funds to the state, county and
local chief fiscal officer. The Town Clerk also contributes to the town budget
preparation, management of petty cash, general purchasing and assisting with
State and internal audits.
Records Access Officer: The Town Clerk is the administrator of Freedom of
Information Law (FOIL) which guarantees your right to know the workings of
government. These requests must be in writing to the Town Clerk and there is a
fee of $.25 per page.
Filing Officer: All local laws, oaths of office, affidavits of
publications, resignations, petitions, annual budgets, fiscal reports,
assessment rolls, bonds, burial transmit permits from cemeteries located within
the town, and other pertinent town documents are filed in the town clerk’s
office.
Records Management Officer: The clerk is custodian of all permanent town
records and provides for the storage, retrieval and disposition of records for
all departments of the town. The New York State Record Retention and Disposition
Schedule (MU-1) is used.
Other: The town clerk also performs other duties for the town departments
such as ordering general office supplies, submits press releases and legal
notices, processes and distributes incoming mail addressed to 9882 State Rt. 126,
Ste. A, Castorland
address. Also, prepares bills for approval by the town board at the regular
monthly meetings.
